Bed Exception and Transfer Requests For Pennsylvania Nursing Facilities

As providers of nursing care in Pennsylvania know, the Pennsylvania Department of Public Welfare (DPW) has limited the ability of a new facility to enroll in the Medical Assistance (MA”) Program or for a provider that participates in the MA Program to increase its enrolled number of nursing facility beds. DPW regulations now establish processes for new providers to request initial enrollment, for existing providers to request expansion of their current capacity, and for existing providers to request to transfer beds among themselves.
