Jennifer L. Russell Spence


Jennifer L. Russell Spence comes to Latsha Davis & Marshall after working for the Pennsylvania Office of General Counsel (OGC). While with OGC, Jen represented the Department of Health (DOH) primarily in regulatory matters in its Bureau of Nursing Care Facilities. She handled nursing facility survey and other matters before the DOH Board of Appeals, has a detailed knowledge of current and proposed DOH licensure regulations, and has experience navigating the change of ownership process involving sales of Pennsylvania healthcare facilities. Prior to working for OGC, she served as the First Assistant District Attorney in the Office of District Attorney of York County, Pennsylvania. While with the York County District Attorney’s Office, Ms. Russell tried approximately 70 trials to jury verdict, handling a complex range of cases including homicide, sexual assault, felony theft, and white-collar crime.

Ms. Russell attended Philadelphia University, where she graduated with a degree in Business Management and was a member of the basketball team. She went on to attend Pennsylvania State University‘s Dickinson School of Law, graduating in 2005 and was admitted to practice law in Pennsylvania that same year.
