Mr. Latsha is one of the founding principals and Managing Shareholder
of LATSHA DAVIS YOHE & MCKENNA, P.C.
He was born on October 30, 1955, in Shamokin,
Pennsylvania. Mr. Latsha graduated with distinction from the
Virginia Military Institute (B.A.) where he was second in his
class, President of his class, and Co-Captain of the Wrestling
Team. He received his Juris Doctorate from the University of
Pittsburgh School of Law.
Prior to entering private practice, Mr. Latsha served
as a prosecutor and as a Special Assistant United States Attorney
while on active duty with the Judge Advocate General’s Corps,
United States Army (1981-1984). He was awarded the Meritorious
Service Medal at the conclusion of his active service. Following
his three-year tour of active duty, Mr. Latsha served for five
years in the United States Army Reserve.
Mr. Latsha is a member of the American Health Lawyers
Association (AHLA), and serves as Vice Chair of AHLA’s Practice
Group on Long Term Care. He has served as a Course Planner for the
Long Term Care and the Law conference for the Pennsylvania Bar
Institute (PBI) and also serves on PBI’s Health Law Advisory
Committee. Mr. Latsha is a past member of the Board of Directors
of the Pennsylvania Society of Health Care Attorneys. He also is a
member of the Legal Committee of the American Association of Homes
and Services for the Aging; the Health Care and Hospital Law
Committee of the Pennsylvania Bar Association; the Christian Legal
Society; and the Pennsylvania and American Bar Associations. He is
admitted to practice before the United States District Courts for
the Eastern, Middle and Western Districts of Pennsylvania, the
Third and Sixth Circuit Courts of Appeals, and the Pennsylvania
and United States Supreme Courts.
Mr. Latsha has lectured and written on state and
national legal issues affecting continuing and long-term care
providers, including such topics as Medicare and Medicaid
reimbursement; survey & enforcement; fraud and abuse; provider
alliances, managed care, and federal, state and local tax
exemption issues affecting non-profit charitable institutions. He
has made educational presentations for the American Association of
Homes and Services for the Aging , American Health Care
Association, National Association in Support of Long Term Care,
Pennsylvania Association of Non-Profit Homes for the Aging,
Pennsylvania Health Care Association, Pennsylvania HomeCare
Association, Pennsylvania Association of County Affiliated Homes,
Ohio Health Care Association, New Jersey Association of Non-Profit
Homes for the Aging, Mid-Atlantic LifeSpan, Assisted Living
Federation of America, Pennsylvania Assisted Living Association,
Pennsylvania Institute of Certified Public Accountants, American
College of Health Care Administrators (PA Chapter), American
Health Lawyers Association and the Pennsylvania Society of Health
Care Attorneys on a broad range of health care and related issues.
He is recognized nationally for his knowledge and experience in
legal issues impacting long-term care providers.
